Default plz help me seniors ........

assalam o alekum to all

i opted public ad as my optional subject with no background .......coz no choice left except this........ plz guide me how to start preparing this subject as its all about government ...... one of the respected seniors told me that css is all about smart study and management.. smart study means preparation in the light of past papers.....
but the question is....... i should read the whole syllabus then go for past papers........
for example .......
what is the role of public ad in modern welfare state?
for this i read only those topics or headings that are related to this nd leave the other contents of the chapter or read the whole chapter first then prepare according to the questions of past papers...
plzzzzzzzzz consider it

i m going to opt public addministration as well,although i m a junior member,but if i am asked for a suggestion regarding public ad,i will recommend book by dr sultan for public ad.i am studying it one hour daily,and with in every 3 days i cover up one chapter.it has got 20 chapters,so if we study it with the same pace,we may cover this subject in 1 to 2 months.what i believe that once we go through this book,it will built concepts,than if we go through past question papers,it will let us know from where exactly the question has been taken.whenever i study this subject,i think that i m just improving my administration and management skills.notes of virtual university r also helpful,if u have time,study them as well.dont be panic neither feel it burden on urself,just keep it in mind that u r just improving ur administration skills as well as getting knowledge about govt.

agree sultan khan's both books are sufficient and again agree on the point that one must read whole book to clear concepts then go for past papers and dear as pattern can change in any year but major topics to cover are Bureaucracy , good governance , schools of management , policy making , scientific management , new public management surely these 6 topics will guarantee you 2-3 questions in paper but again this is not guarantee
And urfa you can cover p.ad by listing questions topic wise after listing them read chapter and then look for questions of that chapter by then you will be able to answer many and for the remaining search data in this manner you will cover course plus past papers stay blessed
