how the questions in the papers are to be attempted?

I am an aspirant for the 2013 CSS exams and i have opted public administration. Although i am a student of public administration, but still i am a bit confused as to how the questions in the papers are to be attempted to get a good score. I am sure that many other aspirants would want to ask the same question that what is the examiner looking for in the answer.

I ask of you to please help us in any way possible. i will be really obliged if anyone of the respected seniors could actually provide a complete answer to any question from the past papers. this will give us an idea as to what dimensions shall we touch to get a holistic answer.

azam pattern and style differs from queestion to question and person to person
but bro post a question i will elaborate the method as it will be easy for you to understand ?

thanks alot bro. That will be a lot of help, i am aware that it differs from question to question. I meant that u can choose any question that you think is tricky or is important as far as selecting a question is concerned lets take this question for instance:

Bureaucracy and Democrarcy are antithetical.Bureaucracy is hierarchical,elitist,specializing and informed while democracy is communal,pluralist,generalizing and ill informed.Keeping in mind the quantum of expectations in Pakistan and the reality of the civic culture discuss the above statement.

in this particular question you don't need to give heading of intro because that was high school method
1- answer the asked question in first paragraph means a summary by starting from the words of question " Bureaucracy and Democrarcy are antithetical.Bureaucracy is hierarchical,elitist,specializing and informed while democracy is communal,pluralist,generalizing and ill "and explain him in 2-3 lines why is it so
then in next paragraph firstly you can say situation in pakistan is quite different from the predefined characteristics of bureaucracy as we are facing trauma in our bureaucratic system from the inception but things got even worse in last decades you have to give a summary of defects in our system like the above two paragraphs are your answer . now it's time to elaborate your answer
2- make a primary heading of democracy and it's core characteristics then define the stated characteristics one by one and after it, another heading of Bureaucracy and its characteristics
this can be done in other way as you can make a primary heading "Bureaucracy hierarchy v/s democracy's communism and then explain it in a paragraph then in same manner rest of 3 characteristics " by this you can save your time for the rest of the answer move to next part
3- then hare you can save your time by the following method and can make it impressive and different from others by another primary heading of expectations v/s realities in pakistan of the civic culture
write headings one by one make paragraphs of defects and don't forget to start each with the statements of expectancy
4- conclude your answer by again repeating the asked words "Bureaucracy and Democrarcy are antithetical.Bureaucracy is hierarchical,elitist,specializing and informed while democracy is communal,pluralist,generalizing and ill" after these words can write in pakistan the reality of civil society is quite disturbing and almost opposite the expectations we should mend our ways and bin the old rusted methods and in this both government and civil society has to work on "
always conclude on positive note make paragraphs and elaborate each and ever thing asked but in different manner stay blessed
