The Short answer of this question is:
That babur only laid the foundation stone of the mughals empire and instead of leaving behind a consolidated kingdom he left behind a precious legacy consisting of a depleted treasury and an unconsolidated expanse of territory. in other word Babur was a soldier of fortune and not an architect of empire.
Babur was a mere warriot and not a constructive adminstrative he was not an empire builder,
