Yes, epic has nothing to do with death. "Lucy Gray" describes the boundaries of life and death and it does not narrate her heroic deeds.

Epic is not a poem about sb's death. You are confusing epic with elegy. Elegy is that poem in which the poet mourns over somebody's death. So far as Lucy Gray is concerned, it is not ONLY about death, there are other elements as well which confirm it to be a ballad.
