please if someone could clarify, should all the federal ministers in the parliament be in the cabinet or some ministers are left out of cabinet, waiting for answer.

dear, first of all, you must clear your concept about federal ministers and a cabinet. cabinet comprises of all federal and state ministers who runs the entire system of government .Those who are not ministers are not part of the cabinet. all these ministers are chosen by the prime minister, headed by the him and is responsible to both him and the national assembly.

shortly, cabinet is a whole and a federal/state minister is a part.
