there are just 41 short questions in the notes of hafiz arshad, Are they enough?
secondly,,,,,, there are just two essays, one on ALLAMA IQBAL and other on ARABIC LANGUAGE,
Are they enough?

Another imporant question.
while preparing the personalities like TAHA HUSAIN , do we need to memorize their kalam given in the notes by heart?

Yeah material that is mention in this thread is enough because time is short and per my knowledge Qais and Zuhair these two poets are enough to attempt paper but exceptions are always there.

Time is not short for me, I will appear in 2015 INSHALLAH. what about short answers, from where I prepare ? I don't not have material.

I bought 2 books of jahangir exam cram series and in book II, the material given in urdu is all together different from the english one, i am attempting in english, i was just that isn't there any rule that we can attempt only paper I in eng n there is no such choice in paper II, because i have heard that in PMS, paper II didn't have the option of eng. i am quite worried, plz help.

I don't know about PMS but in CSS you can use any language.
By the way the urdu portion given in jahngirs book 2 is suppose to cover objectives.
It is highly unlikely that one can expect a long question from that part
