Lightbulb Democracy Curbed

Democracy means definition of the rule by the will of the nation. Since the rule to its norms means 'governance having almost factors in the favor of ruled e.g. rule giving equality, justice, prosperity etc. etc...... In simple terms a rule is on its best when according to the will of people to be ruled and the will of people is always for their good. Now if good governance/rule is the only thing democracy is rode for then what if that good governance is given to the people indirectly? Not! Make it relevant "What if that good governance is given to the people with some changes to this ‘democracy’?
Pakistan is having a history of failed democracy and there are some well-known factors for the failure of democracy (good governance indeed). Those commonly include:
Poverty: Poverty in a way hampers the democratic flow as: most of the people's being financially dependent over others like landlords: thus unable to vote freely.
Corruption: letting to the unfair conclusions of elections.
Illiteracy (arch-cause) = voter's being unaware of politics and governance so making no fair use of their vote, inclined to loyalism to their nationalist-leaders like the way we are being ruled Sindhi leaders ruling over Sindh, Punjabi Punjab, Baloch Balochistan and Pathan over KP (definitely this is not the way a true democratic governance has been) Their voting by the will of their Nationalist-leaders, religious leaders, tribal Lords, landlords or caste-heads (Raees).
To the definition of democracy the first and foremost condition is the freedom of voters and next their will. But in this sense our country seems so far to attain such a level where her voters become free of such forces.

In a democracy everyone is perceived equal and same is applied when choosing the leader.
But approaching to the above given some factors hindering the democracy: Is not it possible that the right of votes be curbed? Just not being adult make one capable to vote? for instance: Only adults plus educated people to some level i.e. Graduation or Intermediate or even having matriculation done, be given the right to vote!
As It is explicitly clear that only educated people have been well known of their rights and fair use of their votes. No loyalty of ethnicity, sect or masters matters to an educated person.
Thus doesn’t a limited democracy seem a better solution ?
