The issues are so much interlinked, that it's quite difficult for me to arrange them in an order according to importance, i.e. they all are equally important to address. Anyways, a rough draft may arrange them in this way....

1. Improving the National Health Service (We need healthy minds and healthy bodies for the development so first step should be make the bodies healthy)

2. Raising standards in school (Developing Healthy Minds)

3. Reducing crime levels (Maintaining social order)

4. Ending the arms trade (managingn peace)

5. Ensuring equal rights for everyone, regardless of gender, sexual orientation, colour, or religion. (Equality and equity)

6. Improving public transport (facilitating masses)

7. Increasing the amount of aid we give to developing countries (Improving socio economic statuses)

8. Redistributing wealth from the richest to the poorest (Maintaining Social Balance)

9. Ending globalization (Handling global politics)

10.Addressing the causes the global warming (addressing environmental issues)

Disclaimer:

As I've stated earlier that the enlisted issues are quite interrelated to each other and of equal importance so one can re arrange the list as per their own analysis.

Here is what i think:

1.Raising standards in school (we need to be able to compete at a global scale)

2.Reducing crime levels (urgently needed)

3.Ending the arms trade (related to crime level)

4.Improving the National Health Service

5.Redistributing wealth from the richest to the poorest (prosperity for all, not just for those in the upper echelons of society)

6.Ensuring equal rights for everyone, regardless of gender, sexual orientation, colour, or religion. (a must)

7.Improving public transport

8.Ending globalization

9.Addressing the causes the global warming

10.Increasing the amount of aid we give to developing countries.

well, the way qurratulain has enlisted the issues is appreciable and no doubt, the issues are so interlinked that its quite difficult to arrange them them in an order on the basis of their importance:well i have arranged them as:

1: Raising standards in school and improving the National Health Service(i cannot grade them separately because they are equally important; we need well equiped healthy minds)

2: Ensuring equal rights for everyone, regardless of gender, sexual orientation, colour, or religion.

3. Reducing crime levels.

4. Ending the arms trade.

5: Improving public transport.

6:Redistributing wealth from the richest to the poorest(let not the rich more rich and poor more poor).

7:Increasing the amount of aid we give to developing countries.

8: Addressing the causes the global warming(highlighting the hazardous effects of global warming)

9: Ending globalization.

regards

DuuA is an unknown quantity at this point

If we're considering only the aforementioned issues then I would place them in the following order of precedence.

1) Ensuring equal rights for everyone, regardless of gender, sexual orientation, colour, or religion.
Reason: Because this is the basic tenet of humanity. Unless and until a state does not ensure equal rights to its citizens, there is no way it can have the real peace in the country. Peace is directly related to progress. State has to reckon its citizens as "humans", irrespective of creed and credence and racial concerns--a rare consideration these days. “Rights” is a broad term and as such encompasses every human necessity.

2) Improving the National Health Service
Reason: If a state is allowing its citizens to stand on equal footing by providing them equal rights only then it would think of improving the health of masses on national level. Otherwise it would patronize the vested groups and neglect the lower stratum. Healthy bodies and healthy minds can form a healthy nation.

3) Raising standards in school
Reason: Education is the most important instrument in the hands of a nation with which minds can be molded in a positive or negative manner, depending on the kind of input. After providing health-maintenance facilities, education takes precedence. You cannot change social attitude with a magic wand. You need education for that kind (read right kind of) change.

4) Redistributing wealth from the richest to the poorest
Reason: You cannot blame a poor tiller for stealing water for his land unless and until you provide him basic requirements of life. Economic disparity must be reduced. That would have a direct impact on crime rate. State cannot absolve itself of the responsibility of granting all basic necessities of life. It cannot detain anyone without looking into the cause that led to that ill effect and without providing equal economic opportunities.

5) Ending the arms trade
Reason: That is one of the sources of increasing crime rate. This issue has a broader dimension that is needed to be catered and solved. On social purview it affects the law and order situation.

6) Reducing crime levels
Reason: Now come to the effects of micro economic disparity thus rising vengeful mindset, deteriorating health concerns, and supply of arms: we get heightened crime level. Once you are done with the above issues, you’ll notice a significant change in its rate—that would be skewed towards better social environment.

7) Addressing the causes the global warming
Reason: I would have put it lower in hierarchy, had our climate not changed so drastically. It is not just social issue. It has a political and international color that needs to be addressed in that accordance.

8) Improving public transport
It should be included in the list of basic human rights.

9) Increasing the amount of aid we give to developing countries
It is of secondary importance if you yourself belong to a developing country. Exceptions to natural disasters and turbulent times.

10) Ending globalization
Reason: I don’t think globalization as a unitary process is a problem that we need to end this process. It is the outcome of the Information Age. Yes, there are situations when globalization has adverse effects but that depends on its type, e.g. economic globalization (WTO) but I don’t call informational and ecological globalization a predicament of any nature. Every thing has a flip side so cannot really call it bad just for the sake of its wrong usage.

No dubt all probvlems are interlinked and it is difficult to arrange them according to their importance.

Here goes my list...

1) Ensuring equal rights for everyone, regardless of gender, sexual orientation, colour, or religion.
(Basic human rights should be ensured for the development of any nation. So it must be at the top of the list.)
2) Improving the National Health Service.
(Healthy nation with healthy mind, no doubt can perform wonders. So the issues comes just after equal rights)
3) Raising standards in school.
(Education is sine qua non for the progress of a country and for this standards of school must be improved but this issue comes after health and basic rights.)
4) Redistributing wealth from the richest to the poorest.
(Gulf between Have and Have not is in fact the base of many evils so this issue has a vital importance)
5) Reducing crime levels
(To insure the sense of security)
6) Improving public transport.
(To make masses comfortable)
7) Ending the arms trade
(Global peace)
8) Ending globalization
(Big nations are exploiting on the name of globalization)
9) Increasing the amount of aid we give to developing countries.
(Not a big problem for us atleast, after all our country is often in dire need of it)
10) Addressing the causes the global warming.
(Environmental issue so, should be in the end of social problems’ list)

Regards,

1.Ensuring equal rights for everyone, regardless of gender, sexual orientation, colour, or religion ( to inculcate sense of justice amongst the masses to work at their best)

2. Raising standards in school (only an educated nation can prosper well)

3. Improving the National Health Service (humans are like machine and machines need maintance, which is given in shape of health services)

4. Redistributing wealth from the richest to the poorest (proper distribution of money amongst various sections of soceity is a key factor for prosperity and harmony in society)

5. Reducing crime levels

6. Improving public transport (the roads are thronged with the vehicles because public transports are not viable to provide facilities to pasengers. by improving public transport we can cut short the usage of fuel/energy)

perhaps following issues are least related to our country, however, i have arranged them as per priority:

7 Ending the arms trade
8 Ending globalization
9 Addressing the causes the global warming
10.Increasing thr amount of aid we give to developing countries

I think it should be in this order

1. Redistributing wealth from the richest to the poorest
[As Marxist said rightly the history of all hitherto depends upon
it crime control arms trade poverty etc will depend upon what u have in
pocket and as compare to the bulk]

2 Raising standards in school
{no education no life and no understanding
regarding any problem faced by the community]

3. Improving the National Health Service
[ wot a good educated man will go for,
firstly is no doubt but a good health for himself, family and for community]

4. Ensuring equal rights for everyone, regardless of gender, sexual orientation, Color, or religion
[ no rights leads to violence and kios and anarchy]

5. Reducing crime levels
[Though above steps will reduce it but cant clear it completely because of man’s nature, there are always lack sheep so law enforcements comes next]

6. Addressing the causes the global warming

7. Improving public transport

8. Ending the arms trade
[its important to stop anarchy and to insure security of masses]

9. Increasing thr amount of aid we give to developing countries
[Though it shud have been on second yet without the above
mentioned improvements it cant be improved considerably]

10. Ending globalization
[its on tenth because u wont have to worry after India and
Chinas rise soon U.S will run for it according to I.R any lists]

.
