Default Bhagwandas appointed FPSC chief

ISLAMABAD: President Asif Ali Zardari on Wednesday appointed Justice (retd) Rana Bhagwandas as chairman of the Federal Public Service Commission (FPSC). After his appointment, Justice Bhagwandas called on the president.

President’s spokesman Farhatullah Babar told Dawn that Justice Bhagwandas had been appointed by Zardari under Article 242 (1) (1A) of the Constitution.
Meanwhile, sources said the powers enjoyed by the FPSC chief had been cut drastically, as he was no longer responsible for top appointments/promotions in the bureaucracy.
This was seen as a major jolt vis-à-vis merit-based promotions in the bureaucracy. However, the government says it merely revived a past practice.
A senior government official said Prime Minister Yousuf Raza Gilani had already reconstituted the selection board for senior positions in the civil services.
The secretary of the establishment division had been made the chairman of the board, which recommended promotions against BPS-20 and BPS-21 posts.
A couple of months ago an ordinance was promulgated, amending the Civil Servants Act of 1973 for the removal of the chairman of FPSC as head of the board.
Under the ordinance, the prime minister can appoint anyone as chairman of the board. Bureaucrats fear that this may lead to ‘political promotions’.

The decision of President to appoint Baghwan Das is believed to be a good one but what abt Anwar ul Haq..???

The Preseident is same but decision was promulgated not to appease the public, like Y.rahman and tadap who remarked earlier on this group, but it was the decision which was already made. Anwar ul Haq was appointed on temporary.

Patience, tolerence and better understanding of the situations should be the trend of the our future CSPs who are preparing and giving their thought on this forum.

It is really shamefull when we turn deaf ear to every decision coming from President House.

It is really wonderful step taken by our president Asif Ali Zardaari for appointing
Justice (Retd) Rana Baghwan Das as FPSC chairman. We should really give credit to our President Zardaari. He has taken almost very fabulous steps sine he has taken charges. This is what real essence & ingredient of DEMOCRACY.

Hats off to Justice (r) Rana Bhagwandas, an able, honourable, and impartial Chairman of the august Federal Public Service Commission, and the President of Pakistan Mr. Asif Ali Zardari who gave him the opportunity to serve the nation.
