Question Which Figure is Correct : Annual Growth Rate of Population in Pakistan ?

While surfing on net, i found the Annual Growth Rate of Population in Pakistan as 2.3 quoted by the World Bank country Report (2009)
On the other hand Official claim is 1.7 as described by the Minister of Population Welfare on PTV recently.
Now i wonder which one is correct and whom should i believe, for example if it is asked in an examination what should be our reply ?

I think better in this case to go with ministery of population....

let me tell you that 2.3 is the actual growth rate.and
1.7 is the "Government" rate....

@Sociolologist PU

To have the correct growth rate of population, a country needs to have census each year. But this is impossible even in developed countries. So in practice statisticians apply various formulas to assess the growth rate of population. There are different formulas and assumptions. In our case where government, is concerned about the growing population, has the tendency to underestimate it which you can see yourself in those figures. Although World Bank has no such limitation, but however it is not necessary that their figure would be correct. As in my opinion you can present both figures in any exam as both are authentic (Pakistani data ka sab ko pata hay kitna authentic hota hay .
