Default Political Bureaucracy in Pakistan!

Administration in Pakistan can be broadly classified into three categories: civil bureaucracy, military bureaucracy and politi cal bureaucracy.
The first two are only too well-known but the third, political bureaucracy, is a bit unfamiliar and needs some explana tion. By political bureaucracy I mean a cadre of politicians, inducted in the ad ministration through elections or other wise, that does not have the freedom nor the ability nor even the desire to act as representatives of the people. This kind of bureaucracy exists in countries that are not yet stable and mature democra cies and can, at best, be described as emerging democracies at a very early stage of development.In Pakistan the political bureaucracy, not unlike the other two bureaucracies, is neither answerable to the people, nor removable by the people, nor even appointed by the people.
This multi-facet system of governance is nudging the country towards further complications.
whether Political parasites together with other civil and military servants are doing any good to the very cause of entire nation?

Political Bureucracy can be further divided into three sub-groups as under;

1- Political appointees

These are usually the heads of different national institutions like PIA, Pakistan Steel, Cricket Board, OGDC etc. They belong to the rulers as friends, relatives or finanncier. Their term is usually short as they are on the seat as long as the gov. is in power and as soon as the gov. is changed they are shown the door. So they try to extract maximum out of these institutions they can, in short period of time.

2- Politisized Civil servants

These are the civil servants who develop relations with the politicians in power and become their "faithfull Servants" in real sense. In this process they show the politicans different ways of making illegal money and fill their own pockets as well. One of our Fed. minister is a good example in this regard who was in FIA.

3- Relatives in Service

These are the sons, sons-in-law, uncles, cousions and other relatives of the politicians who are already in the bureucracy. They get undue promotions and perks when their relatives are in power and in return provide them favour in gov. offices.
