Those who have sound Knowledge of Qur'an and Hadith.Please take care of Hudoodullah and recommendations of Prophet Muhammad (Peace be upon him).If our beloved Prophet recommend to get marriage as early as Possible,so then being a true Muslim, we do not have any right to alter his recommendations or give opinion contrasting to his order.

Rather than women children are also heavily being sexually harassed in the recent scenario.

The major reason is the lack of law empowerment,loophole in society and the overall society approach to such incidences.

The recent incident of rape that happened in Khi gave a very good insight of how the rape victim are being maligned in the society rather than disgusting the rapist the people would come up with the stories about the character of women. Many a time justification like dressing of women,lack of pardah, her conduct is somehow are given for such heinous act. And when some women came up front then people like musharaf make comments as 'rape had become a "moneymaking concern" in Pakistan'. As if huddood ordinance was not enough for the misery of raped person. Such is the state of the nation, it will definitely boost the criminal.

what is the working plan? , if its not time to do something, then when?
When to do and what to do? And also who has to do? ? ?

My recommendations are
1-timely marriage (20 years maximum)
2) Proper sex education of girls to satisfy their husbands, so that husbands needs not to see elsewhere (other girls or childrens) for sex.

every problem at the end is related to lack of justice. And now any practical step to bring it back?
