It is an interchangeable and interrelated phenomenon, if we see in history, some times personality’s impact on situations, and on other hand some time personalities modules the situations.
So one can not depart it from one an other. If we elaborate it more then leadership is from masses and masses makes the insinuations.
Now if some one is advocating on the role of leadership for the progress then it is sure that he is in directly demanding that a leader must build strong institutions,
And institutions itself directly impacting on the masses, which is helping them to reshape there minds, ideas according to the offerings of insinuations.
For example Adolph Hitler was born by the situations of Germany, but Quaid was the leader who tried to build institutions for the progress.
In case of Germany German nation was humiliated, isolated politically, economically deliberately suppressed by other world after world war I, Germany had lost its status and in these worst situations still they have strong institutions, which paved the way in rise a leader who can accelerate progress of the country’s in that case institutions were already there but for progress requirement was of a leader who can lead them.

But in case of quaid (after the partition: Quaid tried to play a pivotal role in the progress of Pakistan, but he died soon after birth of Pakistan) he was a born leader and after one success he tried to, constructs intuitions.
So it is not black and white, there are conditions, by which understanding them one can judge accurately that who's role is more important.

well if we look at current scenerio of Pakistan..we see that leaders are doing nothing for the progress of the country,if we take politics as an istitution,it had failed in toto to guide the nation to a path of prosperity. The lack of within party democracy is engendering "lagacies" in politics,as a result those people are becoming leaders who are incapable and are chips of old block...some one has very rightly said"If yoou want a rainbow,you gotta put up with the rain....so the masses are to be educated first so that they may b able to conjure good things..the institutes like senate in the roman era had great influence on roman civilization..education,as an institute can serve the purpose..the institute of caliphate served the purpose of keeping the muslims united for a long period..the nobility and ulma tried a lot in guiding the rulers..if we look at our own past we have a lot of examples where a purpose was served by people and not the leaders alone..as jihad movement,urdu defence,aligarh movement,deoband movement,caliphate movement....it was muslim league which served as a plateform for leaders like jinnah and many others.
