The ironic and outrageous aspect of this issue is that this quota was fixed by ZA BHUTTo .Secondly this quota includes only top groups asDMG,PSP AND FSP

Army quota in CSS


IT may be a surprise for all as it was for me. Our respected army has fixed quota for their officers in CSS top three groups — DMG, PSP and foreign service — without appearing in the written test.
This special permission was given by Gen Ziaul Haq through an amendment to the law to have domination of military over civil bureaucracy.
This unrealistic law leads to disappointment not only in youth but is also a type of violation of human rights which say ‘equal opportunity for every citizen’.
This policy is also creating interesting questions regarding professionalism of the army. Are these officers competent enough to serve in the civil service? I think their competency is much more needed in their parent department to defend the nation.
If they are not suitable for military service, then how can they be suitable for civil bureaucracy? It is most suitable time for our
lawmakers to close all secret doors that are harmful for the ‘equilibrium’ of the state.

I just feel sorry for those 32 students who will fail to get into the civil services as their rights will be taken away with such an act of injustice by the armed forces quota. An Optimum solution would be If they "Fear" the armed forces so much and cannot speak or take practical action against their quota then they should adjust these 32 students somewhere appropriately as they deserved to be civil servants but were effected by this quota.

It's funny that the PM, President and other powerful political and military figures adjust their friends and family very easily but they have troubles adjusting those who really deserved and worked hard.

I remember the saying by Hazrat Ali which goes like "A Society can survive in kufr but it cannot survive in injustice".

i really appreciate you dear brother for raising such an important issue. armed forces officers have no right to join the civil services without passing the written exam. this is injustice and discrimination for civilian candidates.

Yes, it is discrimination, most definitely. There should be the one and same criterion for induction for everyone. If army officers want to join civil service, they must appear in CSS exam just like everyone else. At the most, they could get some age relaxation. This quota is abominable.
