I have a question to disscuss.

People who prepare for css are really talented. The most intellectual person. They study alot , gain alot of knowledge.

My question is who are the people when entering into the most important posts of our country ....everything changes. People on the posts of csps are apart of corruption?? How the most intellectual people, the creem of our society ruin their own country?

I am just talking about the general senario of our country.


Please give your comment on it.Why is this happening in our country?

In my opinion, Low salaries make them hostile. They believe that they are the most genius lot of pakistan and therefore, deserve every luxury of life. However, Their dreams are shattered when they observe their counterparts (doctors/engineers/CA's/Businessmen) are earning higher than csp's and are leading a more comfortable life then they forget their conscience, moral and position in the society. Corruption then, becomes legitimate act for them.

Every thing is right low salary is also a reason. But the most important that i realize is, the problem lays in our system. If you will not be according to the requirement of the system, the system will through you out. And you will not more be the part of the Government machinery. The Government officers always try to secure his / her position, they gained / achieved after a long struggle and hard work. Even the daring persons having no courage to be the opponent of the machinery. C

There are following implication to that important and curious question..
1: i second the opinion my forum fellow that low salaries make them so as they realize that they have earned that position after a cut throat competition and they must be paid handsomely and when they don't get as much as they deserve they indulge accepting bribes and like things..
2: A CSP is always prone to political pressures, some can get away with it but others can't..
3: when they join, they see their seniors doing this so after resisting a little they become accustomed to it following a famous saying "Do as the Romans do"

Genuine observation, it is early to claim anything before going into the system, but still we all work somewhere, as a student, professional and even in our personal lives we see that the people who speaks about the truth, honesty and right, gets strange kind of titles and they are always discouraged. Same is the case with civil services, we all follow the mob and the already set ways and system, no one gets ready to become trend setter due to the fear of opposition, as it is generally said that in civil services, the honest person is considers mad or alien...until; and unless csps will not take bold steps, nothing is going to be changed, we should then not expect anything from politicians or anyone else.Now, many csps are doing great jobs by standing against malpractices, so we all should go in the services with positive and honest attitudes.

1. Low salary is the biggest problem.

2. Tremendous powers but low salary compels servants to do corruption for example House Rent 4433 PKR while his Signature can change cost of project and releases payments.

3. Lack of moral training, continuous disappointment and ego to maintain status of an officer(what people will say).

4. Fear of posting due to political pressure. I know case of DPO Chakwal. He was between devil and deep sea(PPP vs PML(N)).

lack of moral training, the main reason. and its not restricted to the csps. aren't doctors as much intelligent as csps, still, do they not exploit their patients? The whole of our society is suffering from moral down fall, both the educated ones and the uneducated ones (as reflected from the saas - bahu-nand-or any family relations, the fruit sellers decieves the customer, the character of some of the some of the ulemas not upto the mark and the people following them blindly and so on)

I would like to ask one more thing:

SO,
if csps are given low salaries
the viscious circle which you are than apart of difficult to avoid.

In case of other fields you can yourself control your temptations, its upto you. But in css you have external pressures sometime leading to wrong paths.


Does CSS becomes a good choice?

I think those who opt CSS are well aware of the salaries n incentives but the real thing they want is the Power vested with a CSP.

If we talk about salary then please check out the salaries of Rangers personnel. Least paid but are appointed wherever needed.

I think Culture, adjusting into the system and some societal and other pressures lead them to corruption.
