As far as I am concerned I think the amendments are made by the powerful whenever they are in full control. Has any powerful personality ever said that "I will not be able to do this as the constitution does not allow me to do so?"

A very good question.
This is so true! Throughout the history of Pakistan, our leaders have been doing the exact thing, they modify the constitution as they please. Infact, the law has been abused both secretly and openly. I don't think there was any COAS, President, Prime-minister or any self-imposed ruler who have regarded the constitution with any respect. Infact, they become rulers in the same way... by skipping this, fiddling with that, and jumping in, as soon as there is a signal from dad(Uncle Sam).

Salaam,
Brother Asif, whatever the case may be. Anything done by the government which is not permitted by the constitution is "Unconstitutional" or "illegal". However, if such an act is introduced into the Constitution through an amendment (by hook or by crook), the act becomes legal under the law! Though you are right to say that they can do whatever they want, but after introducing an amendment the chances of resistance die a natural death. Regards, Adil Memon
