Text of Islamabad Declration
Following decisions were unanimously arrived at; having been taken today, 17 January 2013, in the meeting which was participated by coalition parties delegation led by Chaudry Shujaat Hussain including:
1) Makdoom Amin Fahim, PPP 2) Syed Khursheed Shah, PPPP 3) Qamar ur Zama Qaira, PPPP 4) Farooq H Naik, PPPP 5) Mushahid Hussain, PML-Q 6) Dr Farooq Sattar, MQM 7) Babar Ghauri, MQM 8) Afrasiab Khattak, ANP 9) Senator Abbas Afridi, FATA With the founding leader of Minhaj-ul-Quran International (MQI) and chairman Pakistan Awami Tehreek (PAT), Dr Muhammad Tahir-ul-Qadri. The Decisions 1) The National Assembly shall be dissolved at any time before March 16, 2013, (due date), so that the elections may take place within the 90 days. One month will be given for scrutiny of nomination paper for the purpose of pre-clearance of the candidates under article 62 and 63 of the constitution so that the eligibility of the candidates is determined by the Elections Commission of Pakistan. No candidate would be allowed to start the election campaign until pre-clearance on his/her eligibility is given by the Election Commission of Pakistan. 2) The treasury benches in complete consensus with Pakistan Awami Tehreek (PAT) will propose names of two honest and impartial persons for appointment as Caretaker Prime Minister. 3) Issue of composition of the Election Commission of Pakistan will be discussed at the next meeting on Sunday, January 27, 2013, 12 noon at the Minhaj-ul-Quran Secretariat. Subsequent meetings if any in this regard will also be held at the central secretariat of Minhaj-ul-Quran in Lahore. In pursuance to todays’ decision, the Law Minister will convene a meeting of the following lawyers: S. M. Zafar, Waseem Sajjad, Aitizaz Ahsan, Farough Naseem, Latif Afridi, Dr Khalid Ranja and Hamayoun Ahsan, to discuss these issues. Prior to the meeting of January 27, the Law Minister, Mr Farooq H Naek, will report the results of this legal consultation to the January 27 meeting. 4) Electoral Reforms: It was agreed upon that the focus will be on the enforcement of electoral reforms prior to the polls on: A. Article 62, 63 and 218 (3) of the constitution B. Section 77 to 82 of the Representation of Peoples’ Act 1976 and other relevant provisions relating to conducting free, fair, just and honest elections guarded against all corrupt practices. C. The Supreme Court Judgement of June 8, 2012 on constitutional petition of 2011 must be implemented in Toto and in true letter and spirit. 5) With the end of the long march and sit-in, all cases registered against each other shall be withdrawn immediately and there will be no acts of victimisation and vendetta against either party or the participants of the march. This declaration has been entered into in a cordial atmosphere and reconciliatory spirit. Almost none can become member of the parliament if complete and strict compliance would be made with reference to Article 62 & 63 of the constitution. Much depends on Election Commission now because nothing can happen in present circumstances and Qadri can not brand a new lot of politicians who comply with 62 and 63. Even himself, I opine.

I do not know why everyone is mocking the end of a peaceful Long March. Many politicians media analysts and some worthy members here have been taking pains to make fun of the way it ended.
But this was the best course as it was not good to prolong the sit in since it exposed participants to great hardships and I salute their courage, commitment, determination, resilience and discipline which they exhibited during all these days. They have the courage to suffer for their ideals which we all cherish. If Dr Qadri stuck with his demands then there could have been mayhem. Such type of deadlock could be dangerous and it was a wise decision to go for negotiations. It is good news for the nation and we shall be happy at this instead of subjecting it to sarcasm. By making fun we admit defeat before the battle begins. We admit that this corrupt system could never change and those who protest and want change are fools. And that it could not be changed. Our indifference has done us more harm then the rulers. Let aside the hidden agenda or whatever you may call it. Yet it does not mean that one should make fun of a movement whose participants were people like us who wanted change in our political and economic system. The marchers included large number of educated women and small children whose future appears to be dark under present corrupt political order. No body is happy with the way country is ruled. There is massive corruption, poverty, unprecedented inflation, injustice, nepotism above all there is indifference shown by the rulers towards the plight of people, which is the most condemnable and detestable thing in my view. Under these conditions people really need some sincere leader who should be different from the present bunch of thugs. And that was the reason people flocked to join Imran Khan in his first Lahore rally. Everybody knows his Tsunami died its own death slowly and the people were again left to suffer. Now When Dr Qadri landed with the same message people again welcomed him making his political rally one of the biggest. I agree that Dr sb should not have made such tall claims of toppling the government and bringing in revolutionary changes over night. It is always a wise political strategy to limit demands so that they could be met easily. At least he organized a show in which people voluntarily undergone severe hardships exposing themselves to freezing cold and other hardships yet they remained cool, calm and peaceful. It is itself a victory!! It is a victory because It proved that we have brave people who could put their life to mortal dangers for Change. But it becomes defeat when we start making fun of the people who put their life at stake for a noble cause. It is morally unjust to condemn these people as trouble makers. I too share the view that Dr Qadri might have been working on some Agenda but not all the people who showed up there. It is our moral obligation to extend support to the people and congratulate them for a successful march and subsequent peaceful sit in. It is a victory only if we recognize it! It will have far reaching political effects. Otherwise it would be condemned as an other foolish attempt to change the system thereby making an example for the posterity that nothing could change.
