I want to add that there are many other national organisations like Wapda, Atomic energy etc where there is no Quota System in Recruitment, and so only the best and ablest are selected after [B]Real competition[/B]...Y it can not be the sitution in CSS (considered to be the elite service of the country?

The reason for quota system is very simple. Pakistan is not a uniary country, instead, it is a federation of federating units. And hence it is necessary to have separate merits (quota) for each unit so that one unit does not dominate the whole system, because the social, economic and education conditions may be better in one unit than the other. I personally think that we should let the provinces select their candidates to be posted in that province if we are to believe in true federation.

A good explaination of Quota System u have given. But u have forgotten that we are talking about Css (which is a federal service) and not pcs , and candidates are selected to serve in federal departments like customs ,Income Tax, Foreign Service, postal , railways ets). Can u advocate quota system in Selection of Doctors and engeneers in a federal organisation.n then what can be the result.we will be getting , not the best doctors and engeneers , but substandard officers that may not get jobs on merit, but now may kill patients and ruin industries. Likewise if we get substandard Csps, future of our country is in jeopardy.Those who start with crutches, end with crutches, is an old saying.Then , there is further quota system within a single province. like in sind , there is separate quota for urban and rural sind.so what will be next? we should be asking for separate quota for each Districts , because there are disparities between different districs also??That does not look good.

provide a standardised education system for all and then remove the Quota system....simple....otherwise live with it
