25 women, children die of thirst in Cholistan ISLAMABAD: Millions of rupees meant for drought stricken people of Cholistan from the Drought Project have simply gone down the drain amid shocking reports of deaths of 25 women and children because of non-availability of water although many water supply schemes were claimed to have been launched in these areas. In the last four years of execution of programme in Cholistan, planning division officials hardly visited the desert twice to know the fate of water supply projects. When contacted by The News, project director Mohammad Anwar said he should not be contacted to get his comments. The depressing report of death of 25 children and women for want of water has come amid reports that millions of rupees from the drought fund were being spent on hefty salaries, project allowances, perks and privileges, TA/DA, petrol etc of 72 people including consultants given jobs in Islamabad in the name of monitoring of projects in Cholistan and other desert areas. How funds borrowed from World Bank and Asian Development Bank meant for supply of water to these areas were squandered can be judged by the fact that Rs 30 million were spent on purchase of luxurious cars alone for use of Planning Division officials in the name of monitoring of drought project from Islamabad. All these 22 cars are in the personal use of top bureaucrats of Planning Division. Three consultants having no idea of agriculture, livestock and water management have been appointed against drought money. Even 2800cc car worth millions of rupees has been purchased recently by Planning Division in the name of monitoring of projects in Cholistan but is in use of its officials at Islamabad. Massive funds have been shown as spent on papers in the name of water supply schemes like tube wells, supply of water, livestock etc in Cholistan desert with the claims that no body would die because of water shortage. These deaths have raised serious questions as several projects were shown as completed in the Cholistan desert. The appointment of Mohammad Anwar as project director is being considered as major reason behind failure of this project as he belonged to audit and accounts group and had no expertise and experience to deal with the challenging job. A special audit of the drought programme is already under way after reports of massive corruption. NA body on Agriculture in its last meeting blasted massive corruption in the execution of drought programme by Planning Division bureaucrats who were spending amounts on purchase of cars for their personal use ignoring the miseries of people dying in the desert of Cholistan. Even two federal ministers-Jhangir Tareen and Ishaq Khan Khakwani have demanded of government to shift the drought project from Planning Division to agriculture ministry. ______________________________ Qamar |

hmmm sad story...... it is a sorrow story and dismay for the country that many in the flock of bureaucrats are not doing any specific job for the welfare of masses and country... they only aspire to be CSP's to mint extra money and enjoy benefits... may ALlah bless us and show us the right path. the CSP's who will and aspire to do something good for the country are often sidelined nd black sheep are favoured...... because of wrongdoings of bad bureaucrats whole bureacracy is considered as an anathema... hope that the new generation would try to make the difference and move the machinery in right direction for welfare of our brethren.... ALlah hafiz
