PAKISTAN: The Land of Pure.
The purpose of creating Pakistan was to establish an Islamic nation-state which will not only facilitate and glorify the living standard of Muslims of India and take care of their socio-economic concerns but will also prove to be the successors of medieval Islamic glory and become a role model not only for the Islamic states but also for the rest of the world and that objective was to be achieved by implementing the golden rules of Islam in every sphere of life.
Now, here all we are concerned about is that whether the system we have in place is truly Islamic or we have lost our way in quest of survival rather than trying to devise a system what would have truly benefited us and made us what we were meant for.
The so called democratic system of governance based on the principle of “one man one vote” is far from justice. The argument is that how in this world can we assume that an opinion of a person who holds a doctorate in political science is worth the same as the one who can’t even write his name, a person who spent all his life doing social, financial and moral corruption has the same right of one vote as compared to the one who remained loyal and faithful to the society, a thief and a pious are same, liar and honest have no distinction, wisdom, sincerity, character, knowledge, vision have no meanings.
Based on the fact that the system of governance in Pakistan can only be in accordance with the principles of Islam (Objectives Resolution) we can safely assume that the western democracy i.e. one man on vote, doesn’t satisfy the Islamic condition that the ignorant and the knowledgeable can’t be the same, therefore, they can’t share the right of one vote each. The voting system should be as such where intellect of the nation could be given a better chance in deciding who should be appointed as the chief executive of the state.
The political system prevailing in Pakistan is far from desired, as it is not purely Islamic and is not allowing the required leadership to come up and allow the people of the land to actually benefit from the concept of a welfare state.
Pakistan is not just another country on the map of the world, it’s a passion for many and has a huge potential of becoming something really admirable.
Our Pakistan in an ideal state has following characteristics:
• There is no parliamentary democracy, rather we have a presidential form of government, where the president is the chief executive and he is chosen by the vote of the whole nation and not by the so-called elected representatives. The constituency for the president is the whole of the country and he is to be chosen by the direct vote.
• The election commission holds a computerized database of the whole nation where everyone is bound to cast a vote based on the national identity card number and has vote points ranging from one to ten, based on the persons credentials, character, social and moral standing.
• The election commission keeps track of the voter’s credentials such as their education, profession, character, etc and assigns grading or points to their vote and makes sure that every one participates in voting and facilitates the procedure.
• The provinces are of the size of a division based on the local cultural distribution. For example province of pothohar in Punjab and Hazara in frontier, Karachi and Hyderabad in Sind etc.
• The divisional size provinces are run by the local councils where the locally elected representatives of the province conduct every day affairs of the province such as municipal activities and generate their funds by collecting a fixed local tax.
• There is a grand National Security Council, headed by the president (Chief Executive) and comprised of the chiefs of the armed forces, Supreme Court, Head of the national police, chief executives of the divisional size provinces, and members from other national institutions of importance. The Security Council has the final verdict on the matters of national security.
• The Police service is split in two departments; one is investigative police, while the other maintains the security. Both specialize in their respective fields.
• The courts have control of the investigation department of police and the judges call for and lead the investigations. Thus the judges have force of their own to implement justice.
• All of the administrative staff of public offices which come in direct contact with public has to satisfy a certain standard of customer care.
• The anti-corruption unit or the accountability bureau stays in order by being kept under check from a special intelligence unit run by the chief executive.
• The interest based banking system is totally abolished as it is no way permissible by Islam; instead we have a profit and loss sharing based system.
• The health and Education is given an utmost importance and made available to the public with higher level of dignity and self esteem.
• The system of checks and balances stem down from the chief executive (President) and he makes sure that every thing is as desired, while the general public keep an eye on the ruler and can demand referendum at any time and the national Security Council makes sure via a majority vote that the system remains intact.
