Default Right Appointments for Right Depts

(Published in Dawn. January 1st, 2012)

LOCAL government departments that were given the charge of internal development, sanitation, anti-encroachment and beautification jobs of cities and towns have always remained involved in mismanagement and misappropriation of funds.

While there have been allocations of hundreds of millions of rupees a month to every subdivision (tehsil), there still have not been any commendable infrastructural development in the towns of Sindh.

Local newspapers have been reporting about strikes of different TMA’s sanitary workers and other lower staff for non-payment of their salaries, which is their basic right.

Sobhodero at Ranipur Town seems to be the most affected. This is the only department which has never been consulted by the SPSC for recruitment to vacant posts, no matter how key positions such as of BPS 17 are lying vacant.

Recently an advertisement appeared in a local Sindhi newspaper to interview candidates. The vacancies announced were not only administrative in nature (chief municipal officer) but also technical in nature (civil engineers) all of which are going to be
filled by the department itself.

Why doesn’t the Sindh minister for local government consult an expert body, such as the SPSC, to conduct competitive examinations and select deserving youths?

I request the Sindh High Court to take suo motu notice on this issue and direct the ministry to divert the vacant posts to be filled in through a sophisticated and transparent examination fulfilling all the standards of recruitment.

A quick action by the provincial apex judiciary can save this department from further deterioration and ensure a hundred more capable young minds to be inducted into the state machinery.

Dear Mr A Jabbar, many thanks for encouraging the effort I have raised against the atrocious administrative wrong believed to be committed by the Ministry concerned to recruit the favourites and near and dears of the minister. We must raise our voice against these practices so as to create troubles, if not bar them out rightly, for these political rogues for infringing upon the rights of the deserving.
Many thanks

Well written by Sahito Zaheer i also appreciate your letter to Dawn.
There were some vacancies of ETOs (Excise and Taxation Officer) which were also advertised in local Newspaper but the Sindh Public Service Commission did not take an action. Although there were only only two posts but those should not have been advertised like that. In this way the able students suffer and nepotism nourishes that's why Sindh has a shortage of able and honest Administrators. I also appeal you to carry on this generous work.
May Allah bless you and give you more courage to raise voice.

Regards
