Ministry and Drap official briefed standing committee of NA regarding recruitment and other matters related to DRAP.
PR No. 76 Islamabad: August 9, 2016 A meeting of National Assembly’s standing committee on Health was held in the Committee room of M/o National Health Regulation, Services and Coordination under the Chairman ship of Mr. Kahlid Hussain Magsi. Ms. Saira Afzal Tarar, Minister of State; Mr.Ayub Shaikh, Secretary and Dr.Muahmmad Aslam Chief Executive Officer (CEO), Drug Regulatory Authority of Pakistan (DRAP) also attended the meeting. The Committee offered fateha for victims of Quetta bomb blast. CEO, DRAP gave a detailed presentation on working of DRAP. He briefed that after promulgation of DRAP’s Act, 2012, necessary legislation has been done for regulating Health & Over The Counter drugs, Medical Devices and Medicated Cosmetics and pharmaceutical products. He shared performance of various DRAP’s divisions viz. licensing, registration and pricing and shared that despite of human resource constraints, performance of these divisions have been increased. He also informed that World Health Organization has conducted initial assessment of DRAP and in 2017 Central Drugs Testing Laboratory, Karachi will be WHO pre-qualified and accredited laboratory. To further strengthen inspection system of pharmaceutical manufacturing units, DRAP has started working with Pharmaceutical Inspection Co-Operation Scheme (PIC/S), Australia and planning for further training of DRAP’s officers for effective implementation of Good manufacturing Practices in pharmaceutical manufacturing units. Moreover in order to further strengthen pharmaceutical registration system, DRAP will start receiving registration applications on Common Technical Document format in early 2017. It will further help in increasing national pharmaceutical exports, which are otherwise decreasing. CEO, DRAP shared that first time in history, a comprehensive Drug Pricing Policy has been approved in 2015 by the government, which was declared by independent analysts as fair, transparent and balanced policy with least discretionary powers. In this policy, annual price increase is linked with Consumer Price Index. Moreover, hardship category and orphan drug policy was introduced to provide solution for unfeasible and critically needed drugs. This policy is not only about price increase but for first time price reduction mechanism is also introduced. Some pharmaceutical companies have increased the prices of their drugs at their own and then got stay orders from Sind High Court, Karachi. DRAP is vigorously following these cases in higher courts and has requested the courts for early fixation of dates for disposal of the cases. Moreover, the government has also drafted legislation for imposing punishment and fine for unauthorized increase in prices of drugs by pharmaceutical companies. In order to curb the menace of spurious drugs, DRAP has decided to introduce bar coding system first time in the country as in developed world and legislation for this purpose will be finalized soon. CEO briefed that recruitment process in various cadres of DRAP has been finalized and soon we will have new human resource in the organization for more speedy work. Meeting of National Assembly’s standing committee will further continue for coming 2 days and will also discuss other matters related to DRAP and National Health Regulation, Services and Coordination. |

ISLAMABAD: The national drug regulatory body came under criticism for non-utilisation of funds at a parliamentary committee meeting, and was also asked to hire more inspectors.
The shortage of drug inspectors in the country came to light during a Tuesday briefing given by the Drug Regulatory Authority of Pakistan (Drap) CEO Dr Muhammad Aslam to the National Assembly Standing Committee on National Health Services, Regulations and Coordination. There are about 14 drug inspectors for the federal areas, and across the rest of the country one drug inspector has to inspect nearly 40 industries. The members of the NA committee objected to non-utilisation of resources by the Drap and directed the regulatory body to hire more inspectors. MNA Dr Zulfiqar Bhatti said the Drap had surplus financial resources and instead of utilising them, it gave surplus Rs600 million to a public investment fund. Aslam informed the committee that there were no drug labs pre-qualified by the World Health Organisation right now except a private lab in Pakistan. But the WHO has conducted initial assessment of the Drap, and in 2017, the Central Drugs Testing Laboratory, Karachi will be the first WHO pre-qualified and accredited laboratory in the public sector, he said. The CEO said there were five drug labs in Punjab and one in Islamabad functioning under the Drap. Another Federal Drug Surveillance Laboratory was supposed to start functioning in Chak Shehzad but the previous Pakistan People’s Party (PPP) government allocated the premises to a medical and dental college. The issue was taken up with the president and prime minister and the college is trying to get its own land, he said. The CEO told the committee that the total drugs produced in Pakistan amount to about $3 billion and of them only 2 per cent were substandard and less than 0.1 per cent were spurious. Aslam said at an international forum recently Pakistan was blamed for having the largest share in spurious market. But India and China are biggest players in spurious drug market as 70 per cent of spurious drugs produced in the world come from the two countries. Even in Pakistan spurious drugs are smuggled from China and India, he said. The CEO said recently a sample of about 35,000 drugs was tested in Islamabad and Punjab drug testing labs that found two to three per cent drugs substandard. But the spurious drugs produced in Pakistani market amount to just 0.01 to 0.02 per cent, he added. In order to curb the menace of spurious drugs, the Drap has decided to introduce bar coding system for the first time in Pakistan and legislation for this purpose will be finalised soon, Aslam said. By this system a customer would be able to check through one’s mobile phone whether the drug is genuine or fake at the time of purchase, the CEO said. Regarding the drug pricing issue, the CEO said, some pharmaceutical companies had increased the prices of their drugs on their own and then got stay orders from Sind High Court. The Drap is vigorously following multiple cases in various high courts and has requested early fixation of dates for disposal of the cases. About 117 cases regarding pricing, registration and quality assurances have been pending in various courts in the country, he said. Aslam said the government had decided to sue the companies to recover the amount the companies earned by raising the price in violation of the drug policy. |

A meeting of the Standing Committee on National Health Services, Regulations and Coordination held today at 11:30 a.min Committee Room of Ministry of National Health Services, Regulations & Coordination, Islamabad, under the Chairmanship of Mr. Khalid Hussain Magsi, MNA, to discuss the following agenda. i) Comprehensive briefing/discussion on DRAP to analyze performance, functions and issues. ii) Drug Regulatory Authority of Pakistan (Amendment) Act, 2016, moved by Dr. Fouzia Hameed, MNA. 2. Dr. Fouzia Hameed, MNA, Mover of the Bill briefed the Committee on the Bill in detail. The members of the Committee gave their valuable views and suggestions on the Bill. After suggestions from Honourable Members Ministry stated that bill may be sent to Ministry of Law & Justice once again for further vetting. Draftsman from the Ministry of Law & Justice stated that it is a provincial subject there is no need to make amendments in this bill. It needs notification for implementation he added that if this bill is passed from Committee, it will create complications. 3. The Secretary, Ministry of National Health Services Regulations and Coordination advised the Committee that policy board of the Ministry will review this bill, compile the replies and then submit this bill to the Ministry of Law & Justice for vetting and then it will be submitted to the Standing Committee for consideration. The Committee agreed to the advice of the Ministry of NHSR&C. 4. CEO DRAP apprised the Committee while briefing that new Federal Drug Inspectors will be appointed very soon to improve the quality of work. The Committee directed the Ministry to remove the flaws from the DRAP and make the system transparent. The Secretary, Ministry of NHSR& Co. apprised the Committee that measures are being taken to remove the corruption from DRAP and improve the system. 5. The meeting was attended by Dr. Zulfiqar Ali Bhatti, Ms. Shakila Khalid Luqman, Dr. Mehreen Razaq Bhutto, Ms. Zahra Wadood Fatemi, Dr. Muhammad Azhar Khan Jadoon, Dr. Nikhat Shakeel Khan, Qari Muhammad Yousaf MNAs, Dr. Fouzia Hameed, MNA (mover of the Bill) and Minister for State National Health Services, Regulation and Coordination beside senior Officers from Ministry of National Health Services, Regulation and Coordination. |
