What is the best answer to the question commonly asked in interview "Why do you want to change the job? importantly when giving interview in a government organization from private sector

Answers varies from individual to individuals depending upon number of factors including nature of both jobs and candidates personal preferences.
For me if I am asked the same question, I would reply with different ways,
Because I want to change my job,
I want a better work environment,
I want more better job than my present one,
Present job is a project soon it will end.
This job is out side my residence city, new one is in my hometown... Etc etc...

This is an open end question...
