Default FPSC's WRONG CRITERIA FOR MERIT

FPSC's WRONG CRITERIA FOR MERIT

Federal Public Service Commission (FPSC) is considered as one of the most trustworthy federal agency that is responsible for recruiting civil servants and bureaucrats in the public offices of Pakistan. There is a common believe that all the recruitment by FPSC are made on merit – without any discrimination. If the criterion of merit is wrong, it would be hard to achieve the goal of merit. Establishing wrong criteria is not a merit.

“Copy & Paste” is very common practice in our government departments. Mostly, previous work is reproduced with few modifications and no one notice it. Same is done by FPSC without considering modification and updates.

Through consolidated advertisement 2/2016, FPSC announced 343 posts of SENIOR AUDITORS (BS-16) in PAKISTAN AUDIT DEPARTMENT. MINIMUM QUALIFICATION required for aforesaid post was Second Class OR Grade ‘C’ Bachelor’s Degree in Business Administration (Finance/Accounting)/ Commerce/ Economics/ Statistics/ Mathematics) OR equivalent.

FPCS has categorized, on the recommendation of Higher Education Commission (HEC), various degrees of Pakistan into two faculties (1) Natural Sciences & (2) Social Sciences. In Social Sciences there is a sub category – namely – (b) Business & Management Sciences which comprises of three degrees (i) Business Administration (ii) Commerce & (iii) Public Administration. (Last updated 01-01-2014)

To my surprise to know, the degree holders of Mathematics, Statistics & Economics are eligible for the post of Senior Auditor although they do not have a single subject of Accounting or Auditing in curricula prescribed by HEC. Moreover, more than 70% of Subjects of Business Administration and Public Administration are the same in curricula prescribed by HEC and still they are not eligible.

Through this advertisement, worthy candidates who have knowledge of Accounting / Auditing are prevented even for the candidature and candidates who have no knowledge of subject matter of Accounting / Auditing are eligible for the aforesaid post.

All above facts show that FPSC has overseen the evaluation to set the qualification criteria in the advertisement – if not so – this is the act of depriving the degree holders of Public Administration for Public Offices. Neglecting Public Administration degree in advertisement for public sector jobs is quite discriminatory to all degree holders.

Brother, If a candidate does not possess accounting knowledge, he/she will not qualify written test. Candidates having degrees with Mathematics, Statiscts, Economics will read accounting for test preparation.

What about those who already have four years degree of Accounting / Finance in Public Administration? Who could be better for the post of Senior Auditor? (i) One who has studied four years in the relevant filed or (ii) One who has studied just to pass the entry test. For more details please read ... on FPSC website ---> Info & Services ----> Equivalence of Qualification ----> Page # 6. you will be amazed to know FPSC has "Anghoda Chap" employees.
