After that, you will have to create an account on HEC website and complete your profile then apply for attestation online then upload the scanned copies of the degrees, transcripts you want to attest along with the certificates of Matric and Intermediate. HEC has nothing to do with the certificates of Matric and Intermediate but for the record checking, it require you to upload the scanned copies of them too on HEC eportal. Attestation fee for a single original document is Rs. 800/- and Rs. 500/- if you also want to attest a photocopy. After initial scrutiny of the scanned documents, HEC DAS (Degree Attestation Service) will send you an email to complete the remaining process. You will be asked to select the desired city for HEC office you want to visit. After that, allocate yourself the available time and date. HEC DAS will email you the already filled application form. Get a print of it. Try to visit the HEC office earlier than the allocated time on the allocated date and get your token from Token Booth by entering your CNIC number. Sit on a seat and wait for your turn. You must have the printed application form, original CNIC card as well as the photocopy of it, all the original documents along with a set of photocopies of the same for the HEC record. Photocopy machines are available there too. When your token number is announced, go to the verification/scrutiny of documents counter. The person will check the documents thoroughly and sign the application form if no objection found. He/She will also match the Applicant's Name and Father's name on CNIC with all the certificates and degrees. If mismatch, then they will return you the documents along with a form that you will have to fill and get it signed from the Registrar and Controller Examinations of your university. If no issues found in your documents, he/she will sign the application form and return it to you with remarks that now you may deposit your fees. Head towards the Bank counter next to it. Deposit the fees and then go to the counter of Data/Documents collection. Submit all of your documents, he/she will allot you a token number. Now, again sit on a seat and wait for the announcement. Long story short, it's a way lengthy exercise and most of the time, the attestation-seekers lose their patience and start to shout at the representatives at the counters due to their slow process and the rush.
