Can General age relaxation be claimed by anyone or only those who have worked in any Govt service?

I am 26, without any experience in Govt service.am I eligible for general age relaxation?

According to Official Instruction:

9. Applications may be send to the respective filed offices for processing. No Application will be entertained in the FBR(HQ), Islamabad.
