yes, you can send your application via courier.

Chances of merit in selection criteria are very rare.
It would be better to write an application- along with the form that you submit for the vacant post- stating that written exam should be conducted by NTS.

In a country like Pakistan , where judiciary order are kept aside and govt. didnt care of it , what will be the status of writing of an application to higher authorities , however, dnt lose the hope and try for the best

One should always remain hopeful and should be optimistic in his or her approach...Besides this one should always seek guidance and help from ALLAH...I know that the nepotism factor cannot be ruled out totally but If 50% are selected on favouritism then surelly 50% will be on merit...I strongly believe that If you really want to bring a change then you must change your way of thinking...You should always see the brighter side of the picture...You should see the glass as half full rather than half empty...I would request all the members of this forum to spread positive vibes and besides that stay united and If nepotism is observed at later stages of the induction process then we should unite together to fight against it...There can be various methods for that...Like taking the help of media...Going to courts etc...But it must be a collective effort rather than a single person raising his or her voice...At the End I would say that when water drops accumulate,they take the form of river which can drown away all the hindrances in its way...
