PRC stands for Permanent Residence Certificate and it is provided by your union council. Yes, you are right that they didn't know about PRC; the same happened to me. I went to my union council and asked them about PRC but they didn't know it. So then I gave them both the content and format of the PRC and they got it printed on their union council page with their logo on it and put their sign and stamp on it. That's it.

I have also submitted my application without PRC.It is too much confusing; fail to understand why they need it when we are already submitting our domicile and ID card. This (PRC) should be asked at a later stage when a candidate has passed the written exam.
