what will be in next phase? Either the department will issue letters to selected candidates or nts itself upload merit list for the passed candidtes?

But who will conduct Interview? NSO or NTS
if NSO conduct then i think there will be no merit but if nts conduct, then there will be few chances

Nso.Nts can not conduct interviews.

joint committee of NTS and NSO will sit. But most chances for NSO itself conduct interview.
