Default International scholarships and thesis/dissertaion

Hello,
I've to a few things. It's very important so whoever in this forum know of these things please reply. I'll be very grateful.

1. if any student applies for an MPhil/MS or even Masters scholarship, does he/she have to submit a copy of his/her previous dissertation/thesis? or the scholarship committee only deals with the new research proposal?

The reason for asking the above question is that in most of the Pakistan's public sector universities, teachers are very casual about plagiarism till Masters. What if a student thinks he/she did right and submits his/her thesis as a requirement of scholarship and later gets rejected due to plagiarism.

Kindly respond if people here know if commonwealth scholarship or Fulbright require submission of your previous work i.e. masters thesis and scrutinize it as per plagiarism policy rules. Or the case is that the successful candidates only submitted their new research proposals and discussed their previous work in interviews or admission essays, etc only.
