No any exact number of scholarship announced by Ministry of IPC, it vary from year to year and country to country. mostly china offer 120 or 150 scholarships and other countries offer 10 to 20 scholarships yearly.

Does it mean, there are around 250-300 Scholarships each year from all donor countries?
How are these scholarships awarded? i.e

(1) Merit wise based on provincial quota
Or
(2) Category wise based on provincial quota

Yes Approximately near to 250 scholarships. Scholarships will be awarded category wise on Provincial qouta.
Most scholarships are offered by China which is not a good option for us as there are many other good countries like Romania, Italy, Turkey etc which are better thn china in education. If I get a chance to be shortlisted I will prefer Italy or romania.

Previous degree matters dear, If you terminal degree is changed thn for which you are applying it may affect your admission process may be result in rejection in admission application.
Yes dear Turkey, Italy etc are far better thn china in respect of eductaion quality and research work and also stipend is better thn china. all depends on personal choice of scholarship holder.

Whether all nine categories are given equal number of scholarships or each category have a specified % of scholarships ?

All categories got equal number of scholarships depending on the merit of particular field/ category. for example if there is passing criteria thn from Hyderabad centre in Languages only one candidtate got 50+ marks rest are below 50, so only one who got 50+ will get chance of shortlisting. hope you got my point

Do you mean, equal number of top scorers of nine categories will be shortlisted considering respective provincial quotas ?
Do you mean that each category has different merit cut off score?
Kindly elaborate the "passing Criteria" of each category.

Yes Dear Top scorer of nine categories will be shortlisted. and each category has its own merit cut off. Passing criteria is 50 for all categories.

My domicile is Punjab and category engineering- roughly 30-40 people are ahead of me. (My score is 65)
Where do you think I stand, or should I not hope at all

For Punjab seats are in large number, now lets see what will be the cut off for engineering students.
