if english was your medium of instruction in last degree then you dont need ielts just get a letter from your university stating that medium of instruction was in english.

as per my experience and from other people i know most of the cultural exchange scholarship is given for PhD students maybe 70 to 30 ratio between PhD and MS.
No ielts is needed for scholarship in china just a letter of english proficiency from your last university.
If you get scholarship most people try to get admission in beijing or shanghai but they forget that how expensive these cities are and normally scholarship stipend given by chinese government is not enough and money from IPC reach very late so you may find yourself in situation where you will be without money during last 10 days of month.
out of all the countries in cultural exchange scholarship china is best option because they will give you money on time in turkey, egypt and italy not so much on time.
and do remember chinese is very very difficult language so try to choose a university which offer your degree in english otherwise to HSK exam just like ielts for chinese language is very tough and may people failed to get the required band in it.

Will IPC provide monthly stipend and Air Ticket to the selected Scholars for 2013?

It depends on the country and university in which u have got scholarship.specifically in the university you are getting admisison whether on scholarship or self paying.It is not certain that everyone will be shortlisted for china.If you are selected for anyonther country or the university which requires IELTS and u have less time to give scores then might not give it on time.so it is better to prepare for it and register in advance.

Kindly share some information regarding the monthly stipend provided by the different donor countries as well as by the Ministry of IPC (Govt of Pakistan) for selected scholars.

dear many students who have not finished their BS honors yet they can apply for this scholar ship.. and they have nothing to do with degree or mark sheet.. you are required to get a surety letter from you concerned department, if they ask you for..:-)

depends on the availability of funds... i still didnt get my air ticket refund because IPC have no funds available and my friends who are still in china belonging to 2011 batch didnt get money so even if IPC will sign a bond with you and will tell you that they will pay for ticket and monthly stipend my advice is that dont trust on that too much.

i only know about china its 1700 yuan for MS and 2000 yuan for Phd and IPC provide 300 dollars for MS and 400 dollars for PhD depending upon availability of funds.

actually you have to send documents if selected in january or feb so you must have degree by then therefore its written that students awaiting result are not eligible to apply.

number of scholarships is high in this project so if your marks are more than 60 chances are that you will get a call because many students doesnt accept the scholarship from china.

I have heard that government is not providing 300/400 Dollars now. So the stipend is only 1700/2000 Yuan.
