Information about PMS/NWFP
Zonal Division
The Province is divided into five zones comprising the area listed below:- Zone-1 Agencies of bajaur, Mohmand, Khyber, Kurram, Orakzai, North Waziristan , South Waziristan and Frointier Regions attached to the Districts of Peshawar, Kohat, Bannu and Dera ismail Khan. Zone-2:- Districts of Peshawar , Charsadda, Nowshera, Swabi and Mardan. Zone-3:- Districts of Swat, Buner, Dir, Chitral, Kohistan, Shangla Par and Malakand Areas (Swat Ranizai and Sam Ranizai and backward areas of hazara Division i.e. (1) Ilaqa Upper Tanawal composed of Darband Area f Tehsil Haripur and Shergarh area of District Mansehra and (2)merged Areas composed of Battagram including Hill Nilshang and Thakot, Allai Kaya Khabbal and Goadoon Area. Zone-4:- Districts of Dera Ismail Khan, Tank, Bannu, Lakki Marwat, Kohat and Karak. Zone-5:- Districts of Haripur, Abbottabad, Mansehra excluding their backward areas included in Zone-3. Zonal Allocation :- Zonal allocation exists for posts to be filled through competitive examinations will be made as per Government Policy. The allocation of vacancies is made in accordance with the Zonal Allocation Cycle in the following order for posts following in BPS-16 and 17:* Subject to the requisitions Competitive Examinations shall normally be held once in a year in respect of the following posts:- 1-Extra Assistant Commissioners / Deputy Superintendent of Police / Section Officers / Excise and Taxation Officers (EAC/DSP/SO/ETOs). 2-Assistant Conservator of Forests. 3-Civil Judge-cum-Judicial Magistrate. 4-Naib Tehsildar. 5-Assistant Sub-Inspector of Police. Minimum qualifying marks in each subject and aggregate shall be as laid down by the government. In direct recruitment cases if disproportionate number of applications are received as against the number of available vacancies, the Commission will hold a screening test so as to bring the candidates to a manageable level of interview. The candidates will be required to appear in the said test which may include screening test in the relevant field or general knowledge and / or psychological (general ability) test for shortlisting of the candidates. Where no such test is held, shortlisting can also be made on the basis of such academic and / or professional record of the candidates as the Commission may decide to take into consideration. The Commission will decide the nature of the screening test keeping in view the qualification and experience prescribed for the post. Admission letter will contain the detail in respect of date, time, centre and nature of the test alongwith other necessary instructions. All candidates appearing for competitive examination will be allowed three chances for each individual examination while four chances will be allowed in combination of different competitive examinations |

dear brother,
thanx alot for all the useful information....it was helpful....u mentioned the following number of post to be filled 1-Extra Assistant Commissioners / Deputy Superintendent of Police / Section Officers / Excise and Taxation Officers (EAC/DSP/SO/ETOs). 2-Assistant Conservator of Forests. 3-Civil Judge-cum-Judicial Magistrate. 4-Naib Tehsildar. 5-Assistant Sub-Inspector of Police. but if u can read between the lines EAC is out of business,DSP cannot be recruited any more and u know better then me why,SO and ETO are recruited by different examz not PMS,the appointment of asst.conservator of forest is beyond the qualification of PMS,same is the case with civil judge, and Naib tasildar and ASI are not BPS 17 so cannot be recruited by PMS apart from this ,the promotion standards to be follwed in PMS as being discussed by the officials and the training pattern and duration show more responsible and lucrative appointments...all these things force me to think what exactly will be offered in PMS as nothing in this regard was written in the advertisement.............and that is where i would like you to give your useful input and information...........as far as comparing it to CSPs,well honestly speaking there is hardly any comparison.....they surely have an edge...but again what is the are follwing from exam pattern to training encouraged me to make a comparision.......and as far as field is concerned,tell number of PCS officials are far better then CSPs...e.g the DC of peshawer,abbottabad are not CSPs and are at good posts...there must be many other such examples.....what i am trying to say is ,those deserving candidates,who were left out in CSS,if given a chance through PMS,can make the most out of it .....with only 2 hurdles,according to my understanding....firstly,the rules and regulatios of PMS must be followed efficiently and secondly the deteriorating law and order situation of our province must improve.......we all must pray that may Allah protect NWFP from all sort of provinces and give our leaders to make the right decisions.ameen |

PMS is in fact the merger of PCS (SG) & PCS (EG). Earlier the Officers of the SG could not be posted in the distt. Administration and vice versa. Contrary to this, a PMS officer can be posted in the Secretariat as well as in the district administration. It shows that a PMS can be posted on important posts in the Secretariat and district administration. These posts are likely to be sold more costly as compared to Tehsildars and civil judges. Eight lac rupees may be a huge amount for u and me but there are people who can easily afford this amount, even more than that. Yes, u r absolutely right to say that they can recover this amount within a few months after their posting. Please read this report to know the exact nature of PMS... Officers of defunct PCS allowed field postings Bureau Report PESHAWAR, Jan 11: The formation of a unified service cadre — Provincial Management Service — has paved the way for officers of the secretariat group of the now-defunct Provincial Civil Service (PCS) to get field postings both in settled and tribal areas adjoining the NWFP. Earlier, only officers from the executive group were eligible for field postings under the NWFP PCS Rules, 1997. The officers, earlier inducted into the secretariat group of the PCS, were not allowed postings outside the Civil Secretariat Peshawar. Establishment department officials told Dawn that since both the PCS groups had been merged to form the PMS, officers of the secretariat group from grade 17 to 20 could now be posted against all field positions at the district level. The creation of PMS was essential after the introduction of devolution plan in 2001 when the district magistracy system was abolished and new posts with different nomenclatures and charter of duties were created in districts. These posts include District Coordination Officer (BS-20), Executive District Officer (Finance and Planning-BS-20), Assistant Coordination Officer (BS-18), District Revenue Officer (BS-18), District Finance Officer (BS-18), Deputy District Officer Finance (BS-17), Deputy District Officer Revenue (BS-17), Deputy District Officer Judicial (BS-17), Human Resource Development Officer (BS-17), Secretary District Public Safety Commission (BS-17), Secretary Regional Transport Authority (BS-17) and Tehsil Municipal Officer (BS-17). The officials explained that due to the absence of service rules for these newly-created posts, these posts could not be properly filled either through departmental promotion or initial recruitment. They said there were more than 270 posts in BS-17 in various districts against which initial recruitment through the NWFP Public Service Commission could not be made since 2001 nor regular promotions could be made against them in the absence of rules. Similarly, 138 posts of other grades were lying vacant in various districts which require immediate filling.
