pms vs css promotion
According to rules the promotion detail that i had searched out is same for csps and psps(pms) i.e 5 years experience to move toward 18 grade,12 years for 19 grade,17 yrs for 20 grade,22 yrs for 21 grade....in ground csp grows rapidly than pms officer,why that is so?????? promotion rules are same for both.

those period of services will only make you eligible to move to the next grade. however, you can not be promoted until there is a seat available in the next cadre.
for example, lets say you enter in a service in 2013 in the 17th grade. lets say, in 2014 there is a post lying vacant in 18th grade. you might be a given that position on OPS ( meaning own pay scale) but you will not be promoted to eighteenth grade on permanent basis until 2018. In 2018, if there a post avaialbel in the 18th grade then you will be promoted on a permanent basis. so far as PMS and CSS is concerned, the posts are distributed on quota basis. I do not really know about what the distribution is but i think CSS officers have a higher quota in promotions and so their officers get promoted more when the seats get vacant.
