SUBJECT:- COMPETITIVE EXAMINATION FOR THE POST OF PROVINCIAL MANAGEMENT SERVICE (BPS-17)

CONSTITUTIONAL LAW
time allowed: 03 hours max marks:100


Note attempt any five questions.

Q.1. Fundamental rights in the 1973 constitution of Pakistan are the most important rights granted to the citizens of Pakistan. However, these can b suspended during the proclamation of an emergency. Explain the significance of fundamental rights in the 1973 constitution?(20)

Q.2. It has been repeatedly decided by the Superior Courts in Pakistan that parliament cannot change the salient features of the 1973 Constitution. Discuss the significance of the salient features of the 1973 Constitution?(20)

Q.3. Discuss the Islamic provisions in the 1973 Constitution of Islamic republic of Pakistan?(20)

Q.4. Discuss the separation of powers under the U.S constitution?(20)

Q.5. What is meant by the Basic Structure doctrine under the Indian Constitution?(20)

Q.6. The UK's parliament is considered as 'Omni Potent' but practically there are many limitations on its legislative powers. Discuss the limitations on its legislative powers?(20)

Q.7. Discuss the changes brought about by the Human Rights Act 1998 to the constitutional mechanism of th UK?(20)

Q.8. Discuss how the constitution of the then USSR attempted to achieve the fundamental principal: "From each according to his ability to each according to his need."

Q2, Q3 and Q7 are very tough. This question paper is way too difficult than the one i attempted in CSS-2010.

I attempted Q1, Q2, Q3, Q4, and Q6. Apparently it seems to be very easy but in fact the paper was tough. Let's see what would be hatched out.
