I have already told you the admission criteria . Moreover universities are bound to fallow the policy and direction of higher education commission . So you need to do Masters in IR, then go for M. Phill. Regards

If you're intending for CSS in future, MASTERS IN IR would be best. Rest depend's on your interest.

First of all I want to clarify it, English literature and IR both have different scope. Doing Masters in IR as a Regular candidate would help those who wants to appear in Competitive examination. Most importantly one thing you should note that some times doing css would be a hard nut to crack I am not discouraging anyone . But it's clear that luck matters a lot in this battle .Moreover one should Earn a professional degree to secure her/his future then go for this battle. Furthermore , as per my knowledge doing IR as private candidate bears no fruit . Now every thing is clear to you. It's up to you. If you have any degree which could support your career than definitely you may go for IR private .
