Both fields are good but I suggest you to go for engineering because in this way you will have plenty of job options. Engineering is pretty good field. It has a good market value n by dint of it offers handsome salary packages both in government n corporate sector. As you are interested in the former, so you can join engineering corps of army or other bodies of the government. Study well n best of luck.

Stay blessed.

In case of Gov't jobs preference let me clear you this confusion because i'm also a business graduate
M.Sc economics is most preferable for Gov't jobs because they considered similar to M.ba ,M.Com ,CA-Inter and ACMA-Inter in any Gov't job opportunity

Civil Engineering is a best option now a days as compared to Economics, because of tight market situation regarding jobs, the civil Engineering is Best. But For better career growth after your completion of Engineering you can do MBA along with job, that will make you more competitive. Civil engineering has more job opportunities and handsome salaries in Public as well as Private sector.

No offence but please do not misguide him. I am also a business graduate but I don't want to suggest something wrong just because I have such educational background. How come you say that MSc. economics is better than civil engineering for government job? Are you govt. employee ? prove it. The former discipline also offers opportunities in govt. bodies but not in a larger perspective. I agree with mazhar that for better career growth after engineering one can do MBA along with job. This is, of course, more beneficial. There are many bodies where engineers are highly demanded.
