bcoz, the each date of these two months have the same day except Leap years.

salam:
if one person born in the month of Feb and the other born in the month of Nov. in the same year, thay can't be twins because the difference between their ages is 9 months (approximately one year).

but on the other hand, they born on same day ( i.e. saturday, sunday, or any other day) same date, and same year, but month. so
To be a twins it is mandatory the time difference is very little ( in other words they must be born in one pregnancy).

simply they can say, we born on same day, same date as well as same year, but we are not twins.
