Default what is literacy rate of pakistan

correct me if i am wrong.72% is the literacy rate among the age 15-24 .so what is exact criteria for literacy rate?
should we consider that rate which is among 15-24 age group?

According to Economic survey of Pakistan by Ministry of Finance the over all literacy rate stands at 58, you can kind out details on following link's Page 175.

No census has been conducted since 1998 and how come stats pop out every year?
