Default Access to libraries
I think access to libraries is more critical to bask success in CSS than joining academies.
Please comment.

I agreed with you. Public libraries have a lot books of foreign writers which we can use to prepare our notes. Especially books on Pakistan history and affairs are available in large quantity in almost all public libraries.
