Default Degrees verification for joining in Govt department

Please answer following if anyone knows:
Degrees are verfied before joing or after the joing?
Degrees are verified by department itself or it is the candidate responsibility ?
only degrees are verfied or matric and fsc certificates also need verfication ?
Matric and fsc certificates are verified from their respective boards ? As i think these are not verified by the HEC is it?

Mostly this is done by the departments after joining however some departments prefer to get the degrees and certificates verified before joining. It is done by the department confidentially but the selectees have to deposit fees and submit receipts to the department. They send fee receipt along the verification case to the board / university concerned. HEC has nothing to do in this matter. Degrees are sent to universities and certificates to boards directly without involving HEC. By certificates I mean matriculation and intermediate. Generally all are verified starting from matric to the last one.

One can not get it done by one self. It is confidential and through department. You need not worry. You have to submit photocopies only.
