house rent from date of allotment or date of occupation

kindly clarify that house rent in punjab govt is deducted from date of allotment of residence or date of occupation?

for example if one person is alloted a residence from 1 august 2016 but he does not occupy and not give occupation report the whole august then will his house rent be deducted or not?

any rule about this?
