Dear there are two ways of translating this into English. It depends if you are taking this as an idiomatic expression or using it to complete a sentence.

IF you are for Idiomatic Expression then

"He changed his mind at the eleventh hour."

The same could also be used as a correct translation of "Wo rooty rooty hans para" as well as other similar expressions.

But IF you are using this clause to supplement a sentence then

"He stopped while walking" OR " He stopped [at Harry's house] while walking [down the street]" etc. will serve your purpose.

Seniors are requested to point out improvements if any
