Default What is a "NO GO AREA" ?

I was just reading a wiki report today which mentions about the presence of "no go areas" in karachi. I have also listened about some areas in Punjab where nobody can enter even the law enforcement personnels.
I wonder what are these areas and who maintain them and why ? It means our gov. has no control at its territory ? What we can expect from a gov. which cant enforce its writ in its own territory ? How can the gov. ensure the safety of its population when it itself is unable to reach in a area ?
These are the questions that need answers if we claim ourselves that we are civilised and have a government, constitution, law and law enforcement agencies.

I believe the existence of NO GO AREAS must be with the tacit understanding of our law enforcement personnel. They patronize criminal elements.
