Default How to get departmental permission for higher studies?

Salam to all respected members!
I am serving in higher education department, Punjab as a Lecturer and i am looking forward to get enrolled for m.phil programm. I am not gonna apply for study leaves as i cant get it so early in my career but somehow i can manage both job and studies . All i want to know is that whats the procedure to get departmental permission? Can anyone here guide me please?

First of all write application addressing secretary through proper channel and get it forwarded from principal alongwith a recommendation letter that your higher studies will not suffer your duties or after attending duties you'll be allowed to study. Then principal will forward this application to Regional directorate colleges/ provincial director colleges, which will forward that application to the secretary education deptt. That'll be the authority for granting permission.

As the appointing authority is secretary hence departmental permission will be granted by him, in my case i followed this procedure here in sindh and got permission for Ph.D studies, there may be slight change in procedure in Punjab but this is the way to get permission.
