As per my circle, most of my friends who are doctors are basically frustrated. they say that they are cream of intellect in the society and are having the most pathatic service structure in medical field, besides they are not paid according to their status. Hence, they use to switch over to CSS as they have study stamina so easily the get the maximum in their very first attempt.

The more educated, competent and good you are, the more this place will be like hell for you. People in western developed countries don't even think of things like CSS, Army, Police etc. In fact an Engineer/Doctor/Teacher has much more respect and value than a policeman or bureaucrat etc. They just choose a field that interests them and pursue it.

CSS is most prestigious career in Pakistan. All graduates strive to become CSPs. I don't think doctors in particular are in high ratio as compared to other graduates among the applicants of CCE. But doctors do have high ratio among qualifiers.

MBBS is a tough and tiring degree. During MBBS Doctors are well trained to study a lot of things in short span of time. Skills that they acquire during MBBS help them in preparation for CSS.

Doctor mostly choose CSS after MBBS because they can pass CSS easily.

First of all, very few doctors actually come to Civil Services. Every year about more than 30k MBBS students get their degrees. Yet only 50 get into civil services. Assuming 20 times of that number actually prepare and give the exam, only 1000 doctors try to change their field to Civil service every year. Now try to get the picture that a doctor giving this exam will give all the attempts possible. So out of 4-5 batches of more than 200k plus doctors, only 1000 give this exam. This amounts to just 0.4% totally refuting your argument that so many doctors come for CSS.

In Pakistan,(roughly) out of 70 graduates, 35 leave for USA, 10 apply for CE, 25 for PG, 2-3 for MBA and other miscellaneous courses. Few reasons on top of my head why few doctors come to CSE includes:

1. After gruelling graduation of 5.5 years, they are asked to give the Hardest exam in the world to get a Post graduate seat. Even if somehow they manage to get it, they have to grind their a#% off for 12-20 hours per day over a period of three years.

2. In field like medicine and surgery, even after post graduation, they want to pursue super specialisation in increasingly competitive environment. Getting into these courses is extremely difficult and excruciatingly painful.
If you get selected with 12th class in MBBS, with internship in PG, and with PG in superspecialisation, you have spent 13 years of your life and you are already in your thirties and still a student.

While the country suffers from acute shortage of specialists and super-specialists, lack of PG seats forces thousands of medical graduates to wait for years to get into specialty courses. In this case, doctors opt for MBA and CIVIL SERVICES exams because they are not able to get their desired course.

And lastly, some are genuinely interested in public service which they think that they will not be able to perform without getting into civil services.

P.S. The statistics are partly authentic and partly I assumed them.

Because passing Fcps part 11 exam after hectic training of four years is a difficult game than doing css. moreover, it is a prestigious cadre in sphere of honour, respect and power. The former part of my statement counts more as far as your query is concerned.
