Regularization Of Contract Appointment
If anyone get appointment on contract against the deceased quota (Assistant BPS 14) in any Ministry. Who is the concerned authority that can regularize the contract appointment, Secretary of that Ministry? the Federal Minister? Or the Prime Minister?

One of my friend is working in a semi government department for last two and half years.
All of his batch fellows have been regularized by the authorities but he is still working on contract basis. Authority tells that there are few charge sheets pending against him due to which he cannot be regularized. And the officer in charge issues another charge sheet ie LOE if the last one is going to be closed. Intact someone working on the key post is personally against him and wants him not to be regularized. Need your advice in this regard ,what should he do.

In case of Federal Ministry, Prime Minister, and in case of provincial ministry, Chief Minister first approves of regularization of the services of Contract employees. Thereafter, competent authority (appointing authority) will issue proper notification to the effect of regularization. Now, you see in what ministry that employee is serving, who is the competent authority, as the govt has already issued notification regarding regularization of services of contract employees appointed after 14.10.2009 till 01.03.2013.

In case of deceased quota, (BPS-14) the Secretary is the authority.
