Default Need help regarding through proper channel Condition

I need help from all seniors regarding govt servants apply condition for a job through proper channel??
If a person is working in dept. in BPS 16 ,is it possible for him to apply for another post of BPS 16 in another dept.??
it is possible to apply on lower scale job when you are working in higher scale through proper channel??
please answer me as as possible,

Yes you can apply for another BPS-16 or higher and even lower scale job in another department through proper channel that means you'll have get departmental permission certificate(DPC) from the department you are working in to apply for any other job of any other scale.

A person can apply in same grade or higher however usually DPC is not issues for applying on lower grade posts. An inviduual can resign to join lower grade job upon selection.
