You can't delete your account because there might be posts associated with your account and if the account is deleted, the discussions where you participated will break. We don't allow username change because every username is unique and if every member starts requesting a username change, the mods will be busy all day long changing the names rather monitoring the forum.

If only reason for not allowing username change is time of mods, then I think better is to give control to users in settings etc pannels.
