I got few PM messages, but i couldn't find any option to reply; how it can be done?

A thanks and a reply to a thread and nothing special , but i was thinking that there is no such service on CSS forum Even i didn't know how to check it , a couple of days ago i saw three messages after irritating quick links tab which revealed this mystery By the way, what is the criteria to activate this service?

I guess you are mistaking subscribed thread notifications for PMs. PM Service is disabled for all members and there is no such thing as " the criteria to activate this service".
